The French authorities have announced that non-EU tourists who have tested negative or have been fully vaccinated against the COVID-19 disease will now be able to obtain a French health pass, which is used to access certain events and places in the country.
According to the French Ministry for Europe and Foreign Affairs, the authorities are creating a specific system that will enable foreign tourists who have already been vaccinated with one of the vaccines approved by the European Medicines Agency (EMA) or their equivalents to obtain a COVID-19 certificate that is valid within the French territory.

“In accordance with the decision by the President of the Republic, Emmanuel Macron, we have put in place with the Ministry for Europe and Foreign Affairs a specific system for non-EU tourists who are already in France to receive a QR code which will be valid as a French COVID certificate,” the Minister of State for Tourism, Jean-Baptiste Lemoyne said.
The same Ministry has announced that at first, the system will only be open to non-EU tourists who are already in France and to those who will enter the latter’s territory on or before August 15, SchengenVisaInfo.com reports.
As such, the new system will serve to all unvaccinated travellers aged 18 and over provided that they have been vaccinated in a country or territory other than EU Member States, Andorra, Iceland, Liechtenstein, Monaco, Norway, Switzerland, England, or Wales.
According to the Ministry, in order to be eligible to obtain the French health pass, applicants must provide the following documents by e-mail in PDF, JPG, or PNG format:
- A vaccination certificate that has been issued in line with the rules of the applicant’s residency country; the certificate must indicate full vaccination with an EMA-approved vaccine
- A valid passport
- Return airline ticket
- The application form that can be found at France Diplomacy and the websites of embassies and consulates
“Foreign tourists can submit their application. To request a QR code, simply e-mail us with proof of vaccination, an identity document, the downloadable application form and your airline ticket,” the minister added.
Once the application has been received and processed by the French authorities, a QR code will be sent by e-mail. The code, which will have no expiry date, can either be printed out and present in digital or paper format.
As for non-EU travellers who have not been vaccinated yet, it has been noted that they can receive a COVID certificate by providing a negative test result. However, it has been emphasised that the test is valid only for 72 hours.
Previously, the French authorities made COVID-19 Certificates mandatory for all those who wish to access several public areas.
